In a context marked by shrinking fiscal space, the growing weight of debt service, the decline of certain forms of international aid, and the multiplication of public policy priorities, the question is no longer only how to measure support to agriculture. It is also about understanding how to preserve, reorient and finance this support in a sustainable way.

This webinar, co-organized by the FARM Foundation, AKADEMIYA2063 and ATLAS, will bring the teachings of the’Global Observatory of Public Support for Agriculture, the priorities of the Kampala Agenda of the CAADP 2026–2035, and current dynamics in agricultural finance, in particular through the findings of the ATLAS Barometer.


1. Understand, based on FARM’s Observatory and the ATLAS Barometer, the current level of public support and agricultural finance directed towards Africa, their orientation, and their insufficiency in relation to the needs of agricultural and food systems transformation.


2. How budgetary constraints, debt and public policy trade-offs limit the ability of African states to finance long-term agricultural investments.



3. How the Kampala Agenda and the CAADP 2026-2035 renew the priorities for transforming African agri-food systems.


4. Which financing levers can be mobilized : public resources, concessional financing, climate finance, blended finance, guarantees, de-risking instruments and responsible mobilization of the private sector.



5. Why data, planning, and accountability are essential to move from political commitments to concrete and fundable budgetary priorities.

The aim is to understand how to preserve, reorient and finance support to agriculture in a context of strong budgetary constraints, so as to better accompany the transformation of agricultural and agrifood systems in Africa.
