In a context marked by shrinking budgetary margins, the increasing burden of debt servicing, the decline of certain forms of international aid, and the proliferation of public priorities, the question is no longer simply one of measuring support for agriculture. It is also about understanding how to preserve, redirect, and finance it sustainably.

This webinar, co-organized by the FARM Foundation, AKADEMIYA2063 and ATLAS, will bring the teachings of the’Global Observatory of Public Support for Agriculture, the priorities of the Kampala Agenda of the CAADP 2026-2035 and current dynamics of agricultural financing, particularly through the analyses of the ATLAS Barometer.

1. Understanding, based on the FARM Observatory and the ATLAS Barometer, the current level of public support and agricultural financing for Africa, their orientation, as well as their inadequacy in relation to the needs for transformation of agricultural and food systems.
2. How do budgetary constraints, debt, and public trade-offs affect public policy? limit the ability of African states to finance long-term agricultural investments
3. How the Kampala Agenda and the CAADP 2026-2035 renew the priorities for transforming African agri-food systems
4. What funding mechanisms can be used? public resources, concessional financing, climate finance, blended finance, guarantees, de-risking instruments and responsible mobilization of the private sector
5. Why data, planning, and accountability are essential to move from political commitments to concrete and fundable budgetary priorities.

Objective
To initiate a practical discussion on the levers for supporting agricultural and agri-food transitions in Africa, linking available assessments to investment needs, macro-budgetary constraints, and available financing mechanisms. The aim is to understand how to preserve, redirect, and finance agricultural support within a context of significant budgetary constraints, in order to support agricultural and agri-food transitions in Africa.
