Climate funds and financing in Africa 2/2: local initiatives and alternatives

 

Africa, which is responsible for only 4% of global greenhouse gas emissions, is one of the areas most vulnerable to the effects of climate change.However, the continent receives only a fraction of climate funds, barely 30 billion $US in 2020: this is only 3 % of the annual financial needs estimated for Africa in terms of climate by the African Development Bank (AfDB). This paradox sounds like a denial of justice which pushes, on the one hand, to increase the mobilization so that this financing is larger and adapted to the African context, and on the other hand, to design better contextualized mechanisms.

Produced in partnership with Inter-Réseaux, this second part of the FARM Foundation's thematic monitoring bulletin dedicated to climate funds and financing offers resources on the levers for accessing this financing, while presenting initiatives at the local and national level to face the climate challenge.

This two-part publication reflects our desire to cross-reference the critical analysis of dysfunctions and situations of inequity in access to these funds, with a highlighting of possible strategies. Several reports indeed underline the importance of implementing programmatic approaches and developing innovative financing to maximize their impacts.

These resources demonstrate that the challenges are multiple – institutional, structural, financial – but that certain approaches can open new perspectives for more equitable climate financing. As COP30, scheduled for Brazil in November 2025, looms as a decisive opportunity to review global climate commitments, these reflections must inspire concrete actions in order to build fairer, more inclusive and effective financing mechanisms, capable of responding to a global challenge.

The FARM Foundation 2025 International Conference, organized on Tuesday, January 28, 2025 at the Cité internationale universitaire de Paris and accessible online, was dedicated to measuring the impact of agricultural investments, in line with the 2024 work on financing the transformation of agriculture.
