In what context is it appropriate to implement one type of stockpile rather than another? What conditions must be met to ensure the institutional and economic viability of these instruments? How can unintended effects be avoided? The report is based on a review of theoretical debates, a review of the evolution of public storage systems, and the lessons learned from three national case studies (Ethiopia, Burkina Faso, and Egypt).
